The Subic-Clark-Tarlac Expressway (SCTEX) is a world-class road network that serves as the backbone of the future mega logistics hub, linking the freeports of Clark and Subic and transforming the entire length into an integral Corridor of progress and development.
The SCAD Council played a significant role in facilitating the timely completion of the expressway by resolving conflicts between and amongst participating agencies, LGUs, stakeholders and contractors.
Moreover, the SCAD Council led in advocating for the construction of additional interchanges. With the support of the private sector and LGUs in Pampanga, the SCAD Council gave inputs that led to the President’s decision to construct three more interchanges in Porac, Floridablanca and the CFZ. Furthermore, the SCAD Council helped in sourcing the necessary funds for the construction of access roads to and from the Porac and Floridablanca interchanges.
In March 2008, President Gloria Macapagal-Arroyo formally inaugurated the SCTEX. Four months later, the entire 93.77 km stretch of the expressway was opened, providing faster, safer, and more convenient travel time from Clark to Subic in 40 minutes, and from Clark to Tarlac in 25 minutes.
The strong representations of the SCAD Council also led to the opening of the Panday Pira access road inside the CFZ on December 23, 2008.
