Concurrent with the ongoing initiatives of
harmonizing strategies, policies and procedures on
matters of immigration, customs and quarantine (ICQ), business registration and operations in both the Subic and Clark Freeport Zones, the SCAD Council is
undertaking steps to ensure that an effective security and safety system shall be installed in both Freeport Zones - a system that meets international standards for security and safety at Subic seaport and Clark airport.
Towards this end, a Technical Working Group (TWG) was created in November 2008 composed of
representatives of CDC, SBMA, CIAC, Philippine
National Police, Philippine Air Force, Philippine Drug Enforcement Agency (PDEA), Presidential
Anti-Smuggling Group (PASG), National Bureau of Investigation (NBI), customs Police and the SCAD
Council. Current representations are being made to get
the services of an internationally recognized expert on
port securityand safety to augment the study being made by the TWG.
The TWG has started to gather and review data in relation to internationally accepted practices and
procedures, existing laws, treaties and agreements.
By the middle of 2009, it is expected to begin
drafting and updating existing security and safety
policies and procedures. It is then projected to come
up with a draft Manual on Security and Safety on Port
Operations by August and to have the same printed
and disseminated by September to the SCAD Council
for review and approval. It is foreseen to be
implemented the following month.
