SCAD Corridor Master Plan |

In line with President Arroyo's vision of transforming the SCAD Corridor as "the most competitive international services and logistics center in the Asia-Pacific Region," the SCAD Council has prepared the Terms of Reference for the procurement of a Mater Planner for the development of the Corridor into a Mega-Logistics Hub with the following considerations:
- The Master Plan shall integrate and coordinate the approach to the development of the SCAD Corridor, rationalizing resources and harmonizing strategies as per Executive Order No.
504, s.2006, as amended by EO 504-A, s. 2008.
- The Mega Logistics Hub shall be an integral part of the SCAD Corridor.
The Corridor shall consist of the two Freeport zones, as well as the four cities, nineteen municipalities that are contiguous to the SCTEX in the provinces of Tarlac, Pampanga, Bataan and Zambales.
- The SCAD Corridor shall serve as the vital supply chain feeding Subic and Clark, with the SCTEX as its primary infrastructure artery.
- The Subic Bay Seaport and the DMIA shall be developed as the centerpieces of the mega-logistics Hub.
The Master Plan’s specific objectives are:
- To generate data for the planning activities on all levels, the study area of which shall cover the Corridor, including area clusters at strategic locations which are usually found at interchanges and access points that may be developed at the LGUs within;
- To prepare a development structure plan for the Mega Logistics Hub that will be aligned with the master plans of the SBMA and CDC, and that will be consistent with the Central Luzon Development Plan (CLDP);
- To include and consult LGUs, NGAs and NGOs in the development and planning process, establising a comprehensive sectoral plan covering transportation, logistics, industry, agriculture, tourism, environment, socio-cultural concerns, land use, infrastructure, housing, and other support sectors;
- To identify and integrate high priority and high impact projects for immediate implementation;
- To prepare an indicative cost for both engineering studies and feasibility studies as basis for the preparation of detailed engineering designs in accordance with the proposed Plan and in a format acceptable for submission to multilateral lending agencies and/or development agencies;
- To formulate a marketing and promotion plan; and
- To create a model for development of the Study Area that will enhance its competitiveness and complement the functions of Subic and the Clark Freeport Zones.
The Term of Reference has been submitted for approval by the SCAD Council.
